"The issues and concerns of the 21st century present new and often fundamentally different types of challenges from those that faced the world in the last century. As new realities and challenges of domestic violence have emerged, so too have new expectations for action and new standards of conduct in national and international affairs is expected by the general population. From child abuse to genocide, from the murder of one to the slaughter of thousands, and all sorts of such domestic violence has enormously risen fear, insecurity and panic in both, traditional and nontraditional societies, around the world beyond all limits known in the past. The most marked security phenomenon since the end of the Cold War has been the proliferation of armed conflict within states. This view is obvious from the changed role of UN Peace Support Operations which in the last century were deployed between two states are now deployed to stop violence and bring back peace within the same state.
"From the terrorist attacks of 11 September 2001 on the World Trade Center and Pentagon, it has become evident that the world must now get united against terrorism – against a largely invisible enemy with no contested frontiers. In the international context, the unending violence in Middle East, the enduring Afghan war and the current speed of nuclear proliferation are perpetual threats to international peace and security. We want peace not as an alternative to absence of war but peace through non-violent alternatives to war, which at the moment is difficult but it is the most urgent need of the time. We are going through a very crucial moment of our history.
"In this context, I consider the concept of forming a Department of Peace and Non-violence (H.R. 808) in the United States as extremely important. US is the icon of peace building around the globe. However, there is currently no organized approach within the U.S. government that aims at creating nonviolent solutions to domestic and international conflict. In the present trying circumstances it is of paramount necessity that the proposed Department of Peace and Non-violence be established in the Executive Branch of the US government despite all difficulties and hindrances to maintain its global posture. "
