Peace Alliance? Given the growth and demonstrated efficacy of peacebuilding
efforts, interest from policymakers in DC, and our grassroots advocacy over the
last six years, the time is ripe to make significant, concrete, positive change.
Over the course of the last year our staff, board and many in our grassroots
have been crafting a draft strategic plan that we think will take peacebuilding
work to a new level of influence in our government and society.

“Tough on Crime” laws are not reducing crime. Despite stiffer
penalties, longer prison sentences, and the building of more jails, the
result has been higher incarceration rates within the United States
without a substantial reduction in youth violence. The United States
continues to have youth violence rates that are significantly higher
than any other developed country.

In August 2004, Walter Cronkite wrote, "With this nation embroiled in what threatens to be an interminable 'War
on Terrorism,' an idea put forward last year by Ohio Congressman Dennis
Kucinich has, for me, considerable appeal. ... Now, to some, this is going to sound terribly naive, given the current
state of things and the very real, hard-edged dangers that face us. But
the naiveté just might lie on the other side with those who believe
that military force and our policy of pre-emption are alone sufficient
to make us safe. The fact is that there is nothing in this proposal
that would weaken our military posture or our ability to strike
terrorists and their havens and to do whatever is necessary for the

On Friday, February 13, 2009, Congressman
Bobby Scott (D-VA-03) and Congressman Mike Castle (R-DE-AL)
re-introduced the Youth Prison Reduction through Opportunity Mentoring,
Intervention, Support and Education, or Youth PROMISE Act into the U.S. House of Represenatives (Bill H.R. 1064). Companion legislation was also introduced in the US Senate (Bill S. 435) by Senators Robert Casey (D-PA) and Olympia Snowe (R-ME).
